The Experience: This is a small park, not a destination park, so don't expect to experience hours of entertainment unless you are going to play basketball. The park has very nice landscaping, with plantings of several different types of flowers. There is no shade on the playscapes. Our daughter liked the slanted bars that kids could climb to get up on the playscape, as they were somewhat of a challenge.
Before you go: Bring sunscreen, consider bringing a picnic. How to go cheaper: Not possible.
Birthday Parties: Do it yourself. It would need to be a small party, as there are not enough tables there for large groups.
